Consulting Services

We will support the following areas to bolster State-level, District-level planning and adoption of AI.

Leadership
  1. Commit to creating a secure, equitable, and compliant AI environment, aligning with laws such as (or no qualifier) FERPA and COPPA.
  2. Engage a diverse range of stakeholders, including community representatives, for comprehensive policy development.
  3. Train leaders in ethical, and inclusive AI use, ensuring they gain a broad understanding of the implications on diverse student populations.
Ethics and Policy
  1. Develop policies ensuring that AI tools comply with laws such as CIPA, ADA, and IDEA, specifically focused on safety, anti-bias, and privacy.
  2. Emphasize ethical AI use that respects student data privacy and security, informed by federal and state regulations.
  3. Create guidelines in collaboration with diverse stakeholders, addressing privacy, security, and equity in AI use.
Student AI Education and Use
  1. Educate students on responsible AI use, focusing on digital citizenship, privacy, security laws, and ethical implications.
  2. Encourage critical thinking about AI’s societal impact, including potential biases.
  3. Ensure all students have equitable access to secure, compliant AI resources.
Assessment
Implement AI assessments adhering to state standards for data handling and privacy, and are unbiased and culturally responsive. Use AI analytics responsibly to evaluate student progress, ensuring they align with state and LEA educational standards.
Portfolio/Evidence-based Assessment Accuracy and Quality Simplify the assessment process by effortlessly evaluating teachers’ observation notes, providing feedback, and scoring, enabling rapid teacher growth while freeing up more time for children’s learning. It also aids administrators in gaining a holistic view of teacher performance for better management.
Family Engagement

Educate families on AI in education, focusing on its role, benefits, including privacy and security aspects. Provide resources in multiple languages to ensure inclusive understanding and participation.

Dr. Gene Shi

President and Founding Director of Future of Learning Collaborative, CEO of Learning Genie Inc.

Dr. Gene Shi, CEO and co-founder of Learning Genie, is an innovative leader with a rich background in technology and education. With a Ph.D. in Engineering from the University of Nebraska – Lincoln and an MBA from UCLA, Dr. Shi brings over 16 years of experience in product development and technology from his time at Oracle and Sun Microsystems, where he earned 10 US patents.
His passion for using technology to empower educators drives his commitment to enhancing early childhood education (ECE) quality and supporting family engagement in school readiness. Dr. Shi’s impactful work includes forming partnerships with over 70 university lab school programs, equipping future ECE teachers with evidence-based assessment tools, and advocating for digital literacy in ECE.
A noted speaker at major educational conferences and a former San Diego AEYC board member, Dr. Shi’s vision is shaping the future of ECE technology.

Dr. Lisa Kaufman

Industry Leader and Expert in the Home Health Care field.

Lisa Kaufman is the Founder and Principal of LK Consulting. She has more than 20 years of professional, research and program development experience in the early learning space. She most recently served as the Founding Executive Director for Educare California at Silicon Valley (Educare) the first Educare site in California and 21st in the national Educare Learning Network.
Prior to joining Educare, Lisa was the Founding Director of the Learning Services Department for the Santa Clara County Office of Education (SCCOE). The department included direct services (Head Start and State Preschool) as well as technical assistance and professional development supports, including the Inclusion Collaborative, the California Preschool Instructional Network and the Local Child Care Planning Council (LPC). In this role, Lisa spearheaded several broad-scale initiatives, including ECSV, the birth through third grade Santa Clara County Early Learning Master Plan, and statewide and local strategic planning and pilot efforts for transitional kindergarten.
Lisa’s work in the Bay Area started at San Francisco Unified School District, where she served as the Chief of Early Childhood Education and led city-wide PK-3 strategic planning efforts and the oversaw the largest early learning system in San Francisco. She previously led Early Advantage, a collaborative effort of the Los Angeles County Office of Education and the Los Angeles County Education Foundation that served over 30,000 children, families and early childhood and elementary educators annually. Lisa received her Ph.D. and A.M. in Developmental Psychology from the University of Illinois at Urbana-Champaign, and her B.A. from the University of California, Los Angeles (UCLA).

Kelly Pope

Early childhood sector technology consultant, social entrepreneur, strategic advisor, dot connector.

Kelly brings 25 years of educational technology experience and a deep understanding of the early childhood social sector and philanthropy landscape to the FLOC team.

As a technology consultant for Opportunities Exchange, Kelly partners with states to facilitate early childhood data exchange between EC providers and state administrations, enabling data analysis to inform state EC policy. She works with OppEx to evangelize an ECE Technology Ecosystem, a new model that will benefit families, providers, and state administrators by linking all ECE stakeholder data together.

Kelly was an early advocate of personalized learning, and as a software executive in the Silicon Valley designing interactive instructional technology products, she developed one of the first software platforms that delivered personalized digital content to both educators and students. Since transitioning to the non-profit sector, Kelly’s remains focused the early learning sector where she advises young edtech start-up companies on business models and technology implementation.

Kelly serves on numerous non-profit boards including Silicon Valley Social Ventures (SV2) where she is a Partner and Strategic Advisor. She serves as Vice Chair on the New Teacher Center board and is also on the board of Growing Up New Mexico, working to bring structural change to early childhood care and education in New Mexico.

Kelly holds a B.S. in electrical engineering/signal processing from U.C. Davis and was one of the first women to attend the U.S. Air Force Academy.

Tom Chiaromonte

Ph.D. – Professor, Child Development & Educational Studies Fullerton College, Fullerton, CA

Tom brings over four decades of experience in the fields of child development and early education. His career began as a special education teacher working with children with communicative disorders in southern California. Graduate school brought him to the Midwest where he studied Child Development working in laboratory schools with school-aged children.

A return to California saw stints as a preschool teacher, Head Start administrator, and program coordinator of a large childcare center. In 1989, Tom began a joint appointment as faculty director of the Child Development & Educational Studies (CDES) Laboratory School at Fullerton College. Tom is also the founding director of Fullerton College’s Center for Early Childhood Collaboration, a consulting arm of the CDES department.

Throughout his tenure at Fullerton, Tom has also taught at the Graduate School of Education at CSU, Long Beach, The Rossier School of Education at USC, and UC, Davis, Extension. He has presented workshops throughout the United States, has consulted with Kaplan Early Learning, and has presented papers in Malaysia and China. His research and writings have appeared in Early Childhood Research Quarterly, Children and Families, and National Association of Laboratory Schools Journal, he has been quoted in Redbook and Parenting magazines and has contributed to Wallethub, an online financial journal. Best of all, Tom is the father of two adult children and lives in Orange, California.
